Brazil legalized sports betting in 2018, but the regulatory framework took years to finalize. As of 2026, online sports betting operates under licensed operators with substantial market share. The success of legal sports betting has bolstered arguments for full casino legalization.

Brazilian travelers seeking casino experiences typically cross to Argentina (Iguazu Falls area has Argentine casinos), Uruguay (Punta del Este and Montevideo), or Paraguay. Atlantic City and Las Vegas are major destinations for Brazilian travelers visiting the United States.
The cruise ship workaround
Brazilian-flagged cruise ships and international cruises departing Brazilian ports operate casinos once in international waters. This has provided a legal mechanism for casino entertainment for Brazilian travelers, though limited compared to land-based options.
Practical considerations
For travelers visiting Brazil specifically for casino purposes, current options are limited to bingo halls (where legal) and waiting for legalization to take effect. Brazil remains an extraordinary travel destination for cultural, beach, nature, and city tourism, but casino travel is not yet a Brazil reason.
Realistic timeline
If casino legalization passes, the first integrated resorts would likely take 3-5 years to construct and open. Practical Brazilian casino tourism may not be realistic until late 2020s or 2030s, depending on legislative timing.
