Russia Casino Cities

Russia banned casino gambling outside designated gambling zones in 2009, fundamentally restructuring the Russian casino industry. Casinos that had previously operated across Moscow, St. Petersburg, and other major cities were closed. Today, casino gambling is legal only within four specific gambling zones, each developed in regions away from major population centers.

The four gambling zones

Krasnaya Polyana (Sochi area, southern Russia near the Black Sea coast). Primorye (Vladivostok area, Russian Far East). Yantarnaya (Kaliningrad region on the Baltic coast). Azov-City (originally between Krasnodar and Rostov, but development has slowed).

Krasnaya Polyana / Sochi

The most-developed Russian gambling zone, located in the mountains near Sochi. Casino Sochi (the largest property) and the Sochi Casino & Resort serve domestic Russian and international visitors. The location”s combination with Sochi winter sports tourism (Sochi hosted the 2014 Winter Olympics) and Black Sea summer tourism creates year-round visitor flow.

Primorye / Vladivostok

The Far East gambling zone, designed primarily to serve East Asian tourist markets, especially Chinese visitors. Tigre de Cristal and other properties operate here. The location is closer to many Chinese cities than to Moscow, supporting cross-border tourism strategy.

Other zones

Yantarnaya in Kaliningrad has had limited casino development. Azov-City development was largely halted. The four-zone strategy has focused most actual development on Krasnaya Polyana and Primorye.

What this means in practice

Visitors looking for casino experiences in Moscow or St. Petersburg will find none. The closest legal casinos require travel to one of the four zones, primarily Krasnaya Polyana (a 4-hour flight or train from Moscow) or Primorye (multi-day travel from European Russia).

Pre-2009 casino history

Russia had a substantial casino industry concentrated in Moscow during the 2000s. The Casino Crystal, Casino Korston, and many others were major Moscow destinations. The 2009 ban closed all of these properties, displacing the industry to the new gambling zones.

Online gambling

Online casino gambling is illegal in Russia for residents. Sports betting is legal under licensed operators (TsUPIS and others). Foreign online gambling sites are blocked from Russian internet access.

For travelers

Casino travel to Russia is unusual for international visitors due to the limited zone locations and broader travel complications. Most international casino travelers in the region prefer Latvia”s Riga (which has legal casinos in the city center) or other accessible European casino destinations rather than the Russian zones.

Practical considerations

Minimum age: 21. Russian visa required for most international visitors. Photo ID required at all casinos. Russian rubles, US dollars, and Chinese yuan accepted at major properties.
