Cambodia Casino Border Towns

Cambodia has one of Southeast Asias more permissive casino regulations, allowing both major resort properties and smaller border-town establishments. The Cambodian casino industry has been shaped substantially by visitors from neighboring countries (Thailand, Vietnam, China) where casino gambling is more restricted.

Poipet

Border town with Thailand, located on the Bangkok-Siem Reap overland route. Multiple casinos operate in a strip near the border crossing, primarily serving Thai weekend visitors who cannot legally gamble in Thailand. Casinos range from basic to substantial integrated facilities. The atmosphere is functional rather than glamorous.

Sihanoukville

Coastal city that experienced a casino-fueled boom in the late 2010s, primarily driven by Chinese investment and Chinese tourist visitors. Multiple high-rise casinos opened during the boom. The 2020 ban on online gambling and subsequent COVID disruption affected the Chinese tourism market significantly. The current casino industry is in a rebuilding phase.

Phnom Penh casinos

The capital has several integrated casino-resort properties including NagaWorld (the largest and most-prestigious), Donaco Casino, and other smaller establishments. NagaWorld holds an exclusive 70-year monopoly within Phnom Penh, restricting competition in the capital.

Modern integrated resort facilities including theaters, restaurants, and conference spaces. The most-international Cambodian casino destination.

Bavet

Border town with Vietnam, hosts casinos serving Vietnamese visitors who cannot legally gamble at home. Smaller scale than Poipet but similar function: weekend cross-border casino destination.

Online gambling history

Cambodia previously licensed substantial online gambling operations, primarily serving Chinese-language markets. The 2019 ban on online gambling caused massive economic disruption in Sihanoukville and changed the country”s overall casino landscape. Online gambling licenses are not currently being issued.

Practical considerations

Minimum age: 18. Cambodian citizens are technically prohibited from gambling at most casinos, though enforcement varies. Foreign visitors enter freely with passport. Most casinos accept US dollars, Cambodian riels, and Thai baht.

For travelers

Cambodian casinos have a different profile than premium Asian destinations. Border-town casinos are functional gambling venues for cross-border visitors rather than tourist destinations. NagaWorld in Phnom Penh is the most-suitable for travelers seeking a more polished casino experience. The combination of casino travel with cultural visits to Angkor Wat or coastal travel to Sihanoukville beaches is possible but not particularly compelling.
