Japan Casino Travel: 2026 Status Update

Japan legalized integrated resort casinos in 2018 after years of political debate, but the actual implementation has been slow. As of 2026, no Japanese land-based casinos are operating. The first integrated resort is expected to open in Osaka around 2030. Travelers planning casino visits to Japan should understand the current status.

The legal framework

The Integrated Resort Implementation Act of 2018 allowed up to three integrated resorts in Japan. Casinos must be part of larger integrated resort complexes including hotels, conference facilities, entertainment venues, and other amenities. The casino floor is limited to 3% of the total resort space.

Selected locations

Osaka was selected as the first IR location, with MGM Resorts as the operator. The Yumeshima island development is expected to open around 2030. Wakayama and Nagasaki applications were not approved or have been delayed. Yokohama withdrew its bid amid local political opposition.

Pachinko: Japan”s gambling alternative

Pachinko parlors are widely available across Japan and represent a substantial gambling industry by revenue. Pachinko technically is not gambling under Japanese law (winnings are exchanged for prizes, then prizes for cash at separate facilities), but operates as gambling in practice. Pachinko is legal nationwide and accessible to foreign visitors.

Horse racing and pari-mutuel betting

Horse racing (keiba), bicycle racing (keirin), motor boat racing (kyotei), and motorcycle racing are all legal pari-mutuel betting options. The Japan Racing Association operates major horse racing venues across the country. Foreigners can attend and bet at these venues with no special requirements.

Lottery

The Japanese national lottery (Takarakuji) is operated by the government. Tickets are widely available and accessible to foreign visitors.

For visitors planning casino travel to Japan

Until the Osaka IR opens around 2030, Japan offers no traditional casino options. Visitors interested in gambling can experience pachinko parlors (very different from casino gambling), attend horse racing events, or skip Japan for casino purposes and visit nearby Macau, Singapore, or South Korean foreign-only casinos.

South Korea as a substitute

Several Korean casinos (notably the Paradise City and Inspire complexes near Incheon) operate as Japan-friendly destinations, with Japanese-language services and Tokyo-Seoul flights making them practical day or weekend trips for Japanese travelers wanting casino experiences.

Macau as the regional alternative

Macau, easily accessible from Tokyo via Hong Kong, remains the primary regional casino destination for travelers in or visiting Japan. Direct flights from Tokyo to Hong Kong are 4-5 hours; from Hong Kong, Macau is a one-hour ferry or bridge-bus ride.
